Razziatori dei tesori artistici di tutta l’Europa conquistata: i nazisti come Bonaparte 150 anni prima? Non solo Goering imitò Napoleone nel trasferire in Germania quanto più poteva del patrimonio artistico dei Paesi occupati-controllati, Hitler ha pure fatto prelevare le riserve auree degli Stati o tentato di farlo. E l’Italia non è stata capace di metterle al sicuro, proprio come al tempo di Napoleone. È un argomento francamente ignorato dalla storiografia quello che Carlo De Risio affronta nel volume L’oro di Stato. Le vicende delle riserve auree e dei tesori di Stato durante la seconda guerra mondiale, pubblicato nel dicembre 2020 per le edizioni IBN (128 pagine).
L’ottantaseienne giornalista e scrittore vastese non è stanco di portare a termine quello che gli riesce alla perfezione da decenni: approfondire argomenti storici con taglio divulgativo. Da qualche anno, si avvale del contributo iconografico del cinquantenne fotografo grafico romano Alessandro Santoni e in coppia hanno firmato un gran numero di volumi interessanti, dati alle stampe dall’Istituto Bibliografico Napoleone, casa editrice romana specializzata in storia militare, aeronautica e modellismo.
È un tema scabroso quello dell’oro espropriato da Hitler dai nostri caveau di Stato. Qualcuno avrebbe di che vergognarsi, altri da nascondere: unico tra i Paesi in conflitto, il Regno d’Italia non aveva adottato nessuna misura per proteggere il proprio “tesoro”, né provvide nel mese e mezzo tra la destituzione di Mussolini il 25 aprile 1943 e l’armistizio con gli Alleati dell’8 settembre, finendo così per regalare all’avidità nazista i lingotti di garanzia aurea della moneta circolante, che li attendevano indifesi a Palazzo Koch, sede romana della Banca d’Italia, in via Nazionale.
Tutti gli altri governi si erano mossi per tempo. De Risio la chiama la “corsa” a mettere al sicuro l’oro di Stato, nel 1939-1940. Quello francese venne salvato in extremis e il 14 giugno 1940 era in navigazione verso le Antille, sull’unica portaerei e un incrociatore, mentre la Wehrmacht marciava nelle strade di Parigi. Londra non perse tempo a trasferire segretamente in Canada i lingotti della Banca d’Inghilterra. Polonia, Belgio, Olanda, Norvegia, Grecia, Jugoslavia riuscirono a salvare in tutto o in parte le riserve auree, la valuta pregiata e i titoli negoziabili.
Lo fecero anche i Paesi baltici, per scampare al doppio pericolo, Germania-URSS, ugualmente rapaci, ma caddero dalla padella nella brace. Per riavere i loro averi, affidati alla Gran Bretagna (Estonia 4.48 tonnellate d’oro, Lettonia 6.58, Lituania 2.96, per un totale di 14.02), dovettero attendere la fine del regime sovietico e un accordo internazionale col premier britannico John Major, nel 1992. Anche l’Albania ha dovuto aspettare il crollo del regime comunista per riottenere i lingotti prelevati dai tedeschi — nei caveau della Banca d’Italia — oggetto di un contenzioso interminabile con Italia e Gran Bretagna, a causa dell’allineamento anti-occidentale del Paese delle Aquile fino agli anni Novanta.
Quanto all’Italia, si è detto che fino all’8 settembre 1943 non aveva previsto niente per mettere al sicuro l’oro di Palazzo Koch, in via Nazionale. Era rimasto allo stato di pura ipotesi, “per mancanza di materiale idoneo”, il progetto di un caveau segreto da realizzare a L’Aquila, né Badoglio aveva concretizzato il trasferimento in Piemonte. Davanti alle armi degli uomini guidati da Kappler, a nulla valse l’estremo tentativo del governatore Azzolini di occultare e depistare. Bottino: 119 tonnellate del prezioso metallo (chilo più, chilo meno), con l’oro albanese in aggiunta, incamerato dall’Italia nel 1939, al momento dell’occupazione del Regno delle Aquile.
Nel dare conto della confusione sull’argomento, De Risio riconosce di non poter quantificare in modo attendibile i beni aurei, monetari e in titoli “che cambiarono ripetutamente padrone, durante la seconda guerra mondiale”. La bibliografia è “lacunosa, a volte reticente” e costringe il ricercatore a procedere a tentoni.
Risalta il protagonismo dei tedeschi, veri eredi delle compagnie di fonditori d’oro, al seguito di Bonaparte fin dalla prima campagna d’Italia del 1796. Reparti speciali di razziatori teutonici — l’esatto opposto dei Monument Men angloamericani — s’impegnarono a depredare sistematicamente le banche centrali del Paesi conquistati. L’oro veniva fuso e ogni lingotto punzonato con le lettere RB della Reichsbank, un’aquila tedesca con la svastica, la data di comodo 1938 e il peso, fino al terzo decimale dopo lo zero.
Cominciarono già nel marzo 1939 e alla proclamazione del Protettorato tedesco di Boemia e Moravia, la sempre più grande Germania nazista s’impossessò anche del complesso industriale Skoda, che produceva materiale bellico eccellente. Acquisì 469 carri armati, 500 cannoni contraerei, 43mila mitragliatrici, 1milione di fucili con 1miliardo di cartucce, 3milioni di granate per artiglieria da campagna. E la Luftwaffe 1000 apparecchi e 500 caccia. Non venne però rendicontato il consistente quantitativo d’oro (2mila lingotti, di peso e foggia diversi, pari a 6milioni di sterline oro) che l’appena insediata Banca del Protettorato si affrettò a rivendicare dalla Banca d’Inghilterra, cui era stato affidato in custodia dal governo precedente. Paradossalmente, Chamberlain assentì alla consegna al protettorato nazista.
